Chinese friends, friends from all of the world,
Today, H.H. the Dalai Lama is here in Amsterdam, the capital of the Netherlands. After the workshop on Buddhistical culture this morning and the public reading this afternoon, H.H. the Dalai Lama has made time available to meet the European Chinese writers, who have a different opinion than that of the Chinese Communistic Party, the independent researchers, and the Chinese dissidents. I would like to welcome H.H. the Dalai Lama to Holland. It has been a great honor to meet and to talk with His Holiness. We are very thankful for the time His Holiness has made for us.
Today is the 4th of June. This is a day that cannot be easily forgotten. In 1989, the Chinese Communist Army suppressed hard-handed the peaceful demonstration of the Tibetan people in Lhasa. On the 4th of June, 1989, Beijing was surrounded by 200 thousands of Chinese soldiers of the Communist Army. The Chinese Communist Army went into the Tiananmeng Square in Beijing with tanks and weapons, and made a bloody end to the peaceful demonstration by the students and the civilians of Beijing. The Tiananming massacre shocked the whole world and proofs that the Tibetan people and the Chinese people are victims under the tyrannical regime of the Chinese Communist Party. The Tibetan people and Chinese people have compassion for each other. The Tibetan people and the Chinese people are one family. Today, H.H. the Dalai Lama is here with us, to commemorate the 20th anniversary of the Chinese Movements for a Democratic China in 1989. It has an unusual symbolic meaning.
For many years, we have felt sympathy, we understood and we have been in support of H.H. the Dalai Lama. For me, due to the language, sources and communication reasons etc, I had not had the chance to meet H.H. the Dalai Lama. Today, I’m extremely happy and honored to be with His Holiness.
As the most people know, the earlier generation of the Chinese dissidents likes dr. Wang Bing Zhang, released the monthly magazine, China Spring, in America in 1989. This is the first magazine which is issued by the overseas Chinese Democratic Movement. The 'China Spring' magazine is the symbol of the contemporary Chinese Democratic Movement abroad. The chief editor of the magazine was Alliance for a Democratic China (ADC), which became China Democracy Party (CDP) in 1998. The current chief editor of the 'China Spring' magazine, is the Central Committee of CDP.
We are very thankful for the sympathy and support by H.H. the Dalai Lama for the Movements for Chinese Democracy in 1989. At each anniversary in the last century, His Holiness published articles in our 'China Spring' magazine. In one sentence, with his high morality and views from a long-term perspective, His Holiness is an example for many other peoples and the symbol of solidarity of the Tibetan people with the Chinese people. Today, please allow me, as chairman of the Central Committee of CDP and chairman of CDP's European branch, chairman of ADC and one of the chief editors of 'China Spring' magazine, I would like to take the chance to say to His Holiness: Thank you, thank you very much!
There is an idiom in Chinese: if you receive pears, you should give peaches as return. On the 10th of March last year, the Chinese army surrounded the Drepung temple, Sera temple and Johkang Temple in Lahsa, and quelled the peaceful demonstration. Three thousands monks, who demanded the returning home of H.H. the Dalai Lama. This caused the defense by the Tibetan people filled with grief on the 14th of March, which drew attention and critics from foreign media and international community. Soon after that, the demonstrations for human rights in China and Tibet broke out in Europe and America, from London to Paris, to San Francisco. There was a broad protest against the relay of the Olympic torch. The Chinese Communist Party was angry and pointed His Holiness out as the one who should be responsible for this affair. At that moment, two articles of mine were published: one was named 'discussions before the presidential election in Taiwan'. In this article, I foresaw the election of Ma Ying Jiu with great support as the 12th president of the Republic of China and paid therefore a lot of attention in my article to H.H. the Dalai Lama and the 'Tibet question'. I appealed in this article for stay away from seeking for the independency of Tibet and for peaceful dialogue with the Chinese Communist Party policy of H.H. the Dalai Lama. I criticized the allegation by the Chinese premier of H.H. the Dalai Lama as a ‘separist’ and the demand for a dialogue by the Chinese Communist Party from His Holiness, who is not a Han-Chinese and not the president of Taiwan, to swear to be against the independency of Taiwan.
The second article was named 'some problems in the protest against the relay of the Olympic torch'. I pointed out in this article that the demonstrators were mainly the Tibetan people who were not in support for an independent Tibet. During the protests, there was no one banner with the text 'pro independency of Tibet' or one appeal for 'an independent Tibet', from the boards of the Atlantic Ocean to the boards of the Pacific Ocean. Supporting the human rights in Tibet is not the same as supporting the independency of Tibet. In the article 26 of the document 'royal decision regarding Tibetan matters' by Qing dynasty more than 200 years ago, the snow lion flag was provided to Tibet. Therefore the snow lion flag is a symbol of the union of China but not a symbol of pro independency of Tibet. We condemn the Chinese hard-handed suppression of March the 10th, we condemn the Chinese Communist Party for its allegation of His Holiness. We call for telling the truth of the demonstration and suppression on March the 10th and 14th. Human rights, Politics and the Olympic Games are three different things. Not attending the Olympic opening ceremony or the Olympic close ceremony does not mean a protest against the Olympic Games. The contemporary world is a world of dialogue. A world with dialogue instead of protest is a peaceful world. We appeal the Chinese government again to begin a substantial and equal dialogue with H.H. the Dalai Lama to solve the Tibetan matter. Using the words of the allegation to me by the Chinese Communist Party, this is the defence for H.H. the Dalai Lama.
As H.H. the Dalai Lama said once, 'I am disappointed with the Chinese government, though I am hopeful about the Chinese people'. H.H. the Dalai Lama and the Tibetan Government in Exile have been since then in a more direct and closer contact with the Chinese people, listened to the different voices of the Chinese people in China, or overseas, and introduced the standing point of the Tibetan Government in Exile: to live with the Chinese people in a peaceful way. There is a Tibetan text stated on the Chinese yuan. However, the Tibet autonomy can still not be realised. The standing point of all pro democracy Han-Chinese people, who are not only disappointed with but having given up hope in the Chinese Communist Government, would like to live with the Tibetan people, and their spiritual leader, H.H. the Dalai Lama, in a peaceful way, and to improve the solidarity with the Tibetan people, and with all other ethnic group of people.
His Holiness said, 'Chinese Communistic Party has a united front. We need also to establish our united front.’ To response to your suggestion, I published an article in March this year, before the commemoration of the 50th Tibetan protest, to express our wish: In line with the Tibetan/Chinese united front spirit, we would like to establish the 'Alliance for a Democratic Union of Chinese and Tibetan'. We leave out the word 'front', as to symbolize our intention for peacefulness and non violence, which differs from the united front of the Chinese Communistic Party. In the near future we would like to expand the Alliance to cooperate with the Uighur people, Mongolian people and other ethnic groups, in order to set up an Alliance for a Democratic Union of all ethnic groups in China.
In order to establish the so-called 'Alliance for one Democratic Union of Chinese and Tibetan we need, as to say, to work from down to up and work together between up and down. Using the countries where the Chinese and the Tibetan people live as the basis, starting with Europe and Asia, and then expand to Australia and North America. Whether based on a country unit, or based on a continent unit, or international unit. In the process from setting up the structure for an European Alliance for a Democratic Union of Chinese and Tibetan, we should be aware of and avoid the big Han ideology and elect H.H. the Dalai, Lama, who enjoys international respect, and the only Chinese Nobel price winner for peace, as our leader, or spiritual leader for both of us. The important tasks of the Alliance can be performed by a 'China/Tibet Forum'. The 'China Spring' magazine commission organised on the 21th and 22th of November in 1996 'the dialogue between China and Tibet' at the University of London. This can be used as a model, which can be expanded and come with a higher frequency. Today, we are reporting here, to You, H.H. the Dalai Lama, the general lines of our thoughts for the Alliance. Please provide us any advice. Of course, it cannot be determined by one meeting. If necessary, we are prepared to go to Upper Dharamsala, India, to visit You, His Holiness, and other related Tibetan people, to discuss the structure and cooperation. In other words, there is a process to set up this Alliance.
In summary, we, the Chinese Democratic Party, are and will continue working on a Democratic China, and establish a Democratic union.
